(And Sekiryō can't really use Tsukuyomi through using his voice. He was just bs'ing the whole thing. He was doing it with the Minakengan, since he can look into multiple people's eyes with his 359 degree field of vision, and can do it through his blindfold. Minakengan also makes it impossible to block his line of sight, which is one of the only ways to stop Amaterasu from hitting you lol)
