Kai (海, "Ocean") is an ANBU ninja who lives in Kumogakure, and the only white ninja in Kumogakure. Little is known about him, other than this.
Kai's family life is also a complete mystery. His personality is very introverted, and he is always very short with people, giving them brief and seemingly rude replies. While this cold act may come off as arrogance, he is one of the most cautious people alive, and rarely underestimates his opponents. Though he is constantly showing open disgust with the weakness of his opponents.
While Kai is much like Uchiha Sasuke in attitude, he has as much guts to match Naruto, and then some. Like a phoenix, no matter how many times Kai is knocked down or beaten, even to the point where he should be out cold or even dead, he will continue to get up and fight, despite his odds, and even if it might kill him. This has lead to many victorious fights for Kai that he normally would have been killed in. A factor that aids this is a deep and powerful reserve of power, in the form of chakra, force, and sheer will and vitality, that he is only able to tap into when he's pushed over the threshold where he is no longer able to control it. It is unreachable otherwise.
APPEARANCE

Kai has a slightly built but mostly lean appearance. His hair consists of wild lighter grey bangs in front, while the back is almost black, with a bit of a tail at the base of his neck. His eyes are also a steel grey. He wears somewhat baggy pants with a matching color shirt, while wearing a small black jacket over it. Most prominent is the long two-tailed scarf he wears around his neck, giving him away as a ninja. The scarf is also weighted. He wears blue face paint, which consists of 4 triangles, two on each chin/cheek. Though there is significance behind these four markings, they are known to him and only him.
ABILITIES
Kai is a powerful and very intelligent ninja. The full extent is unknown, but it has been enough to earn him the position of Raikage, with only his age as a minor holding him back from actually acquiring the position. Upon infiltrating the Sand village, he was able to successfully poison Zaka by taking control over a girl who worked at the ramen shop, via Genjutsu, where Zaka was eating. He then proceeded to elude Naruto's Sage senses by altering an old man's memories to make him believe he had stolen something, causing him to appear suspicious, then luring Naruto into a preset Genjutsu field, where he proceeded to leave the village undetected.
Kai also appears to possess an uncanny ability to predict certain things that are about to happen seconds in advance, which has been revealed by Kai to be an ability to actually witness events that are about to happen, before they happen. How he is able to do this is still unknown. Nevertheless, this allows Kai to seem to always be a step ahead of his opponents, as he was able to anticipate and successfully counter Naruto's Sage senses, avoiding a direct confrontation altogether.
Kai has shown to be able to use Wind Release, Water Release, Lightning Release, and Fire Release, but seems more proficient in Lightning Release than the others. He is also quite gifted with summoning techniques. His summons appear to be that of birds, fashioned after the legendary phoenix (鳳凰, Hō-ō), one having been "reborn" from a pile of feathers created by Kai's Phoenix Feather Clone Technique dissipating, after it was de-summoned by a third party. These birds also are capable of laying golden eggs, which explode when near an enemy.
Kai also plans ahead greatly, setting up traps and baiting with false attacks to confuse opponents, and is very proficient with poison, shuriken windmill techniques, and other substances (like acid, which he disguised as a simple air-toxin).
It has recently been revealed that Kai is also an extremely skilled Genjutsu user, able to create Genjutsu fields to trap opponents, without having to be present to control it. He is also capable of completely altering the memories of individuals with his Genjutsu, and is even able to control people from a distance, as if he were actually inhabiting their body, much like when Orochimaru takes over a new host, or when Kabuto controlled his Edo Tensei summons. Kai can also talk through those he is controlling, and is apparently able to see what they see. This may also be an unknown form of Kinjutsu.
When an Edo Tensei attacked the Hidden Cloud Village, Kai was forced to reveal that he, like Naruto, possessed the ability to enter Sage Mode. However, his Sage Mode was different. Unlike Naruto and Jiraiya who are Toad Sages, Kai revealed himself to be a Phoenix Sage, having trained on the island of Phoenicis instead ov Mount Myōboku. While the power gained is similar to that of a Toad Sage, there are some noticeable differences.

Each individual can only attain one Sage Mode in their lifetime, and it is determined at birth which Sage Mode their body is suited for, depending on certain traits. If one has lived a past life, dies, and comes back as a different person, the Sage Mode they previously had will be unobtainable, and their new Sage Mode would take its place.
Phoenix Sage
Phoenix Sage mode contains many of the characteristics seen in all Sage Modes, such as enhanced strength, enhanced speed, tougher endurance, exponential chakra increase, and an altercation/appearance of face markings and eyes corresponding to the form of animal the Sage Mode is derived from. In Kai's case, the top and largest blue markings on his face extend to encircle his eyes, taking on a bird-like design while his irises turn a golden color and his pupils form slits, like that of a bird. The only other notable change in his appearance is the fact that the air around him appears to distort, caused by the waves of heat his body emits which causes the light around him to bend and ripple.
What separates a Toad Sage apart from a Phoenix Sage is that while Toad Sages are more physical, a Phoenix Sage is more spiritual and emotional. The are able to form mental links with their opponent and even use an advanced sealing method that rips the target's soul from their body, using a mental phoenix projection to ensnare and connect the opponent to the user.
While a Phoenix Sage is not as durable as a Toad Sage, and do not possess Frog Katas, they do possess a "barrier of heat", created by the waves of heat emanating from off of their body and mixing with their chakra to form a hot protective sort of "wall" that cushions blows and increases damage and range from their own attacks. They also seem to take from the original power of the phoenix to regenerate, as shown by Kai when he was able to regrow his arm after losing it to Jiraiya's attack. It first burst into an arm-shaped mass of flames from the wound opening,until the flames turned into ashes to reveal a fresh new arm underneath.
Phoenix Sage Mode also grants the user a larger boost of speed than Toad Sage Mode. Because of this, Kai was able to easily outmaneuver the more physically powerful Sage Jiraiya. And what Phoenix Sages lack in being able to perform powerful and fast leaps with their legs, they are able to make up for in their ability to "fly" and perform other such actions, such as dashing, in mid-air, which would normally be impossible for someone who is affected by gravity.
Phoenix Sages are also most proficient with Fire Release manipulation techniques, as their form already possesses a natural intense heat. Phoenix Sages also possess, quite literally, the eyes of a hawk. The perception and attention to details, even the smallest, rivals that of the Sharingan itself. These eyes are also, like a hawk's, capable of seeing these small details for miles and miles, able to spot a mouse moving in the grass even if they are watching from a mile away on the top of Mt. Everest.
Phoenix Sage Mode is said to be the hardest to master, rivaled only by Dragon Sage Mode. As revealed by Naruto, there exists a "perfect Sage Mode" which transcends the normal Sage Mode. This exists for all of the different Sage Mode. The difference, however, is that the Phoenix Sage Mode does not possess an imperfect version, and must be first mastered in its perfected form, due to the sheer difficulty in maintaining it.
CURRENT STORY
Kai has been a mission given by the Cloud Village, to hunt down a man named Zaka, for unknown reasons. Kai also seems to have another reason to go after the man. He is being pursued as he hunts for the location of Zaka, and thus used a Phoenix Feather Clone to lead the enemy in another direction, to Konoha, while the real Kai continued on to Suna, where he managed to successfully poison Zaka, as well as do something else to him, and managed to leave the village without any confrontation. Where he is headed now is unknown.
As if now, Kai is on his way towards the Sand village, by his own request after he had proposed, under hidden identity, to help Konoha, and its ally Suna, against the growing threat of Arashi and his army of undead shinobi, all the while continuing to secretly hunt down Zaka. He has opted for staying in the Sand for the time being, to get a better idea of Zaka's habits and locations.
