i think it needs new managment...in time we will also have a political and economical foothold. but the shinobi training will be much more discreet and harsh not unlike the mist's along time ago

they will be everywhere..and can be anyone...eventually the other villages will be consumed by paranoia. theny will be at eachother throats and when we tip the hat they will fight. a horrible war. then we come in as "saviours" of peace. tihs plan will time time
