There are about 20 shinobi in a room deep into the mountain the Hokage shrine is on. The shinobi are all in ranks facing a man infront of them. That man is Shikayero.
"Alright. There have recently been man infiltrations into our village. The people are growing concerned about how safe our security really is. I am outraged at how our gate patrol has been performing. That is why we are increasing our security measures and you will all be going through a screening and retraining process."
The shinobi grumble and complain. "Listen since I have been appointed hokage by all of you I assume that you are trust me enough to make these sort of decisions. Now I am not leaving the village unprotected during this process. There are shinobi that have already started the retraining process they have taken your positions right now. You will all cycle in and out of on duty, training, rest, and mission states until the training is done then everything will return to normal."
"Some of the things we must improve upon are making response times faster in the individual and responding to higher ups, obtaining a better eye for detail that means looking for things that are unusual like a cat with a non natural fur pattern or someone who is using a transformation jutsu based on their mannerism, and last but not least your genjutsu awareness and ability to release genjutsu."

A man appearing on top of the seventh hokages face on the moutain his eyes have a orange make next to them he wearing a red cloak naruto no longer has the marks of the tailed beast on his face and his presence has a calmness to him he standing upon his own face *  |

Shikayero looks around the room. "I trust that you will all take this seriously and I hope you all benefit greatly from this. It will not only make this village more secure but it will also make each and everyone of you stronger." He clears his throat.
"You are all dismissed for now. You will be tested over the next few days randomly." The hokage takes his leave heading out of the twisting caverns to the top of the hokage mountain looking out at the village.

Shikayero looking at the village not startled at the man's presence. "The village has changed but the people have not. It is both a blessing and a curse. We have the will of fire burning in us but some of our methods won't cut it anymore."

"I came from a meeting with the second batch of shinobi to go through the new training. They have gotten lazy over the years. Wait...a second." He turns and looks at him and his eyes widen.
"You... You look like the 7th hokage. How? Who resurrected you?"

I never died... * he looks at the hokage* I was sealed to the sage world for the last five hundred years... During the war that I "died" from I was found and saved... The result of being their for so long I have Been frozen in time unaffected by the time stream... Due to someones attempts to resurrect me .. Not knowing I wasn't dead... It forced the seal that bounded me to the sage world to release ...

Shikayero kneels and bows his head. "Of course my appologies for making a wrong estimation." He takes his hokage hat off and extends it toward him. "This belongs to you more than it does to me sir."

He stands and puts it back on and looks at him. "The village is in trouble. We have had three major security breaches in the past two months. I am attempting to boost our security system. The fact of the matter is we no longer are in a world were pure power runs everything. We are in a world of espionage and secrecy. We need to keep every last bit of information protected... that's what I am attempting to do as the former head of our top spy team. It's just the average shinobi guarding our village anymore is not that vigilant."

Shikayero nods. "Yes I am not a typcial Nara. Well I have the Nara intellect however I have created several new shadow based jutsu on my own. As for the breaches there was intel stolen from us and we have tracked down the source. We had a visit from the Kazekage that was unannounced and sekiryou payed an unexpected visit while being attacked by some lady."

We just renewed our alliance. I sent an ambassador to live in the sand village to keep communication open between us. I don't believe you know his clan. Actually they did first arrive here around your time. He is of the Yamazaru clan.
